The Consolidated Omnibus Budget Reconciliation Act, or COBRA, was passed in 1986 to provide ex-employees with a continuation of group health coverage when their employment has been terminated. Although it does not cover termination that results from gross misconduct, most other circumstances fall under the COBRA health benefit regulations and administration.
